I have been grinding City of Ash for a couple of days now and I have certainly lost track of the number of laps I've run through it as I seek either a burning spellweave thunder or flame destruction
staff for part of a build I want to try. I certainly don't mind putting in time to acquire something when there is hope, but this feels more like the illusion of hope that comes in the form of Staff of Grove a restoration version which is the only one I have seen.
By no means is running the dungeon difficult, it is simply a matter of being stuck on a hamster wheel. The suggestion I have is we could convert set drops into fragments that could be
redeemed for a piece of the set in particular. How many fragments 30? 40? 50? What would seem fair so the concept is neither abused nor game breaking?
I think this could also be treated as an opportunity for crafters and further play elsewhere. The redeemed item could be a stripped down version meaning that it is Normal quality, thus requiring tempers to be purchased to upgrade. There would be no enchantment, thus a need to go glyph shopping. And lastly there would be no trait, thus requiring the farming of transmute crystals to acquire one.
I think this method could help people who are stuck trying to complete a set and actually have a means towards working to finish it without diminishing an investment of time or benefit to the community through craft purchases and participation in other events for transmute crystals.
