Riding skill issue

I found that one my character on the NA and PTS servers can't to improve the Riding skill as if I did it 4-5 hours ago. But I didn't it! I was at my bed that time. Last moment I did it very long time ago (around year or something). Second question is that timer on the PTS and NA servers run same. Here are two game windows for comparison:
