Does this happen to anyone else or is it just an addon I am using. Randomly I get stuck in combat, Can't sheath my weapon and can't loot dead mobs or nodes unless I do a reloadui

Are you new here? This is a bug that has been around for years.

And to answer your question - no, it is not in any way related to addons.

Welcome to 2020 eso updates where they cater only for Add-ons and new content over existing lag performance issues ..

Not being able to loot or interact with things is a positional desync, the server thinks you are somewhere else than where you appear to be.

Being stuck in combat is general ESO brokenness, it used to only occur in PvP zones but in the last months it's been slowly spreading to PvE zones as well.
