Finedrin is still in the public stocks in the middle of Rawl’kha, he has served enough time (6 years) for stealing garbage.

    Realize that stealing garbage isn't what's really keeping the bosmer in the public stocks. It was "dumping said refuse on the head of the altmer commander". This is sedition! Clearly Finedrin deserves life imprisonment in the public stocks. ;)

    What about Imrazan in Evermore? Dude didn't even do anything wrong. He escaped the Imperial invasion of southern Bangkorai, goes straight to the capital to warn everyone and they lock him up for it.
