As awesome as this passive may look like, the uptime especially in PvP is way too low. (rank five is around 10% uptime in a bg death match)
maybe the proc is countered by blocking or whatever, but there is an issue with it for sure. maybe increase the buff to 10sec and a close look at how/when it really procs could help.
as for talking about bow, if you make the LA/HA hit live, please, have a look at Snipe too, make it instant or whatever not to pigeonhold Bow users into LA because waving HA+cast skill is impossible. (it was once upon a time because of a strange feature but has been fixed long ago).
