Goofy skill delay worse at Higher frame rate?

Is this new "Overhaul" optimised for Consoles? I say this having noticed that if I play on my worse PC when I am away, getting 30fps on a 10meg line the game feels BETTER and SMOOTHER than playing on my 1070 @90 -100 FPS on a 200 meg fibre line where it feels clunky, lurchy, unresponsive, I am using the same addons on both machines and using the same toon and using a gamepad on both , also"UI scaling locked in gamepad mode" leads me to think it is optimised for consoles.
Test out for yourself, drop to low resolution and medium/low settings to boost your frame rate, then max everything and see the difference in how your skills work, it feels like the GTA V launch all over again.
