But really it's like buying in-game gold from ZOS, no? Is there some ToS entry this trade violates or any else proof? Please
it is allowed as has been confirmed by ZOS several times in the past.

Trading a Crown Store item for in-game gold is fine since Crown Store items are considered in-game items. Chapters or ESO+ subscription you buy from Steam (or even ZOS' store page) do not fall under "in-game items". And per Gina's words, "trading in-game items for real-world money or other out-of-game items is strictly prohibited".A Crown Store item is considered an in-game item.

Gina isn't enough for you? She has clarified that it is perfectly allowable in several threads in the past. Here are two direct links to her saying so:

ESO+ and Greymoor might be game items, but based on how they're sold, I would say they are classified as out-of-game items . You can't buy them in-game, meaning they're not in-game items and as such I'd say it's probably against TOS.
While OP's hypothesis is very general, trading an out of game item or money for something in-game is strictly prohibited. That is the specific way Gina explained it.
Any item purchased via steam is out of the game so it would be prohibited to trade it for gold or anything else in game.
