Do you need it to actually unlock the Psijic Order questline or just to get to Arteum?

Do you need it to actually unlock the Psijic Order questline or just to get to Arteum?
You have to do the Queen's Decree in order for the NPC offering the Psijic Order start to show up. You can't just port to Artaeum.
I'm kinda perplexed about this no kill deal. I really don't mean to be rude or anything, just to be clear. It can be fun as a thought experiment and trying to find a new way to play the game after 5 years but doing that because of some feeling of moral obligation seems strange. This is a fantasy video game. If you really want a wholesome game without doing any bad things it's kinda the wrong address. There are plenty games providing that niche, I don't know, the Sims comes to mind, or if you want that online component, there's Second Life for example. It's just a tad strange. So yeah, as a fun activity a no kill run or just some casual rp can be interesting, but as a principle of playing this game and wanting to complete the scenarios in it without doing bad things as a character I think it's just barking at the wrong tree. What are your thoughts on that, OP?

Finishing the psijic line on an entirely new character doesn't take very long and also isn't necessary for what you want to do.

That's the fastest and most reliable no-kill-no-stealth way to go.
It's boring and slow but will definitely get you there. Also leveling any skills and their associated skill lines for abilities you have equipped.
One you have maxed crafting on at least one character and are getting master writs, that helps. Those give a lot of xp.
There are other repeatable quests like the scouting ones in Cyrodiil which don't require any killing, but the rewards are extremely poor for the amount of time they take.
Similarly opening chests by doing the tumbler mini game awards xp but those aren't everywhere and you also have to compete with other players for them.

Just because someone has an idea to do something different and is trying to figure out how that may be done and asks for help doesnt give anyone the right to tell them to leave or to go play something else. If you dont like this thread there are others you can go read. Why are you here poo pooing someone who choose to try to think outside the box?

People are merely enjoying the puzzle of finding the best ways to avoid combat during their travels about the world. That could be for any number of reasons - rp, simply the fun of working things out or because they are a hardcore pacifist in rl and they don't want to. But actually none of those things matter, all they've done is ask the forum how they would go about such a plan.
No where in the rules of the game does it say 'you must kill things in order to play this game or you are doing it wrong.'
There are plenty of games out there where players have taken the original concepts and have used them to turn the game into something else. This isn't even one of those games - it offers a variety of things to do that don't involve killing, and the clue 'rpg' means players are encouraged to take their characters and play them how they like. If someone wants to park their toon in Daggerfall and make bread for 5 rl years, it's their prerogative. Just because it's something YOU don't want to do, doesn't make it an illegitimate way to play the game.

@Michae - no one is asking the Devs for anything. No changes to the game whatsoever. Also, no outrage. Anywhere. It's working out how you do it within the parameters of the game as is. All these discussions are about asking other players how they would do it, and what ideas they can come up with. No devs involved. You *can* level up in this game without killing things, it will take a long time, but you can do it. Now, that might not be something to interest you, but that's ok, right? Maybe it's not about levelling up at all, maybe it's about how you survive out in the world if you want to collect mats and/or explore.
Not everything has to be about aiming for the endgame. There's a massive world out there, some people just want their characters to live in it.

Hey, I know you don't do that specifically. But I've seen people like this in those other threads you mentioned. Or people outraged at Thieves Guild and Dark Brotherhood event. It was directed to them.
And I'm no endgamer myself, I still haven't completed most of the quests in game, I did only two vet dungeons in my whole ESO career and I'm CP 750 simply because I do quests and occasional Battlegrounds. I really got into rp scene last year and had lots of fun "no kill - just chilling" rp sessions, so I get what you're about. No hard feelings?
