So this is how it looks now like on a 21:9 monitor(3440x1440). Everything is upscaled to like 150% and none of the icons in the top right corned are interactible.
Well done, you guys never run out of creativity when it comes to *** up things that already work perfectly.

    OP I had exactly the same problem on this PC.

    Am running 2K res (2560*1440). My MS-Windows scaling was 125%.
    I tried all sorts of things to fix it - Windows scaling back to 100%, changing ESO resolution, disabling Addons (I've dozens + libs) etc. All to no avail. Couldn't find any info about it either (inc. Patch Notes) except your post - I was beginning to wonder why only this PC suffered the issue.

    I've just fixed mine tonight, goto ESO Settings -> Video and set "Use Custom Scale" to ON (mine was "OFF"). Adjust the slider below it. I put my slider all the way to the left so now only the icons remain (the "Show" dropdown box no longer appears). Hopefully this will fix it for you and anyone else encountering this issue.
