✭✭✭✭✭Yup that's why its a good idea to avoid doing those dungeons you want things from until you are cp160.
Because you can run that dungeon on a cp160+ a million times and never get it but go in there with a <cp160 the first time and it will drop.
The only one of those I've ever gotten was on a newly leveled character in there for the first time.Beta tester November 20132
