I saw that if you bought the digital copy of Greymoor (not the upgrade) you get the previous expansions. Is there a cheaper upgrade option in which i can start playing Elsweyr by preordering the Greymoor expansion?

I don't believe so, no. Elsweyr is still the current year's Chapter which means it's still being sold as a standalone. If you wait until AFTER Greymoor is released then Elsweyr will (assuming) become a normal DLC which can then either be purchased with Crowns or unlocked with ESO Plus. If you want to play Elsweyr now you still have to buy it though it may be discounted by now.

Looks like you save US$20 by purchasing the full Greymoor game over purchasing the Elsweyr and Greymoor upgrades. Question is whether you can enter in the code to activate Elsweyr on an existing account.

Yeah that's what I was thinking too. I wouldn't mind buying it, but I'd like to know if its compatible with existing accounts first.
