I think VO is best suited for a mob-heavy environment. When you're fighting large hordes in a dungeon or trial and want to spam an expensive AOE skill.
Twice fang is pretty good at killing large groups, but you'll likely overpenetrate on bosses if the tank and healer keep up debuffs.
Alternatively you can cast caltrops on the ground and go with Azureblight Reaper. Caltrops + arrow barrage + soul splitting trap or some other AOE dot means every mob in a large group will be deleted in 7-8 seconds by the Azureblight proc.
New Moon Acolyte pairs very well with it for raw damage.
If you're not taking the time to set barbed trap on the ground could go with Tzogvin.
