I'm not quite sure how long one should wait before submitting a ticket. I guess after 'the first week of February' is over.

I thought the above was for console players as they are currently unable to link their accounts, or has that been resolved?
I was under the impression that if you were on PC you had to watch the stream with your account linked to Twitch and Bethesda, if the viewership reached 80k across all platforms, which it did, then you received the bat pet.
Did the goalposts change?
