While the unreliable and unresposive state of cc breaking is absolutely awful to deal with and should have priority when it comes to fixes - i'm afraid nerfs to cc skills and the new set are ZOS' only "solutions" to the problem. Ridiculous and sad, but it would fit their usual agenda.

I am not sure when exactly it got to be broken, maybe around the dot meta, but break free is in a horrible state right now. Everyone I have talked to that pvps regularly knows that break free is extremely unreliable nowadays, and that means sometimes it can be close to instant, other times it can take you more than 2 seconds for the game to react. To me, this issue is a much bigger one than say overperforming skills, because right now the rng of break free feels like the biggest factor in determining the outcome of a duel or fight. In the past, break free used to be instant, and I don't know what zos has done to make it so bad now, but break free is so integral to the pvp mechanics and when that doesn't work, pvp to a large degree can be said to not work.
I would be very happy if this problem was fixed, so it wouldn't be up to rng to decide whether I can break free or not

Very much this...I'd say at least half my deaths in BG's are due to not being able to break-free even with full resources.
