Windows keyboard setting not working with ESO

There is a feature in Windows 10 where you can set input setting individually for each app rather than globally.
This stopped working with ESO some time over the course of the past months, no idea when specifically.
Is there anyone who uses english+regional keyboard layout who could confirm this?
I am on czech+english keyboard, and no matter what I do, when I run ESO, it always switches to czech.
