Would it be better to bring balance to skills while maintaining their variety if there were four different buffs instead of just minor and major? Take minor/major protection as an example. 8% or 30%. It's such a major leap and leaves little room for bringing balance. If one is OP, it means making hard changes across the board while it's issue may lay with an item set and how it syngerizes with a class. Another example would be defile in which minor is 15% while major is 30%.
Using stamnb as an example, major defile on incap was seen as too strong. Yet if it was changed to Average (18%), it might have been in a good place.

Average: 18
Strong: 26
Major: 32
As far as minor/major protection:
It might add more variety to classes and uniqueness.
