What percentage of players have the "flawless Conqueror" achievement?

Out of curiosity , is it possible to find out how big percenatage of the playerbase has the Flawless Conqueror achievement?

Not if you are looking for any kind of reliable number. There are some opt-in systems that track achievements but since they are opt-in it's just a small biased sample. You can also check console achievement numbers but those are heavily skewed since they take into account every account ever created including all the free weekend players, bots and just people who never even got to lvl 50.

The best you can try is take those console numbers and normalise them to some reasonable achievement like "Level 50 Hero" or one of the CP achievements.

eso-database.com says ~1,6% iirc.
Considering that this is a more or less database of active players (few trial accounts will go through the hassle of signing up to a site like this), this is maybe a starting point for an estimation.

This is a very good point. Any discussion around accomplishments and playerbase % has to be relative to something, and it must be reasonable such that it can be agreed upon universally. "People who have at least achieved L50" as you're suggesting seems like as good a measure as any!
