Cannot change the morph of a skill when using the respec shrines. (PC/EU)

The minus and arrow signs do not appear at all.
Then I tried to respec skills instead of morphs. When I take the morph back completely, the original skill somehow reverts back to rank 2. This is on a character I had created back in 2015, so my guess is that some patch changed the skill after I morphed and it appears as tough I didn't actually level the skill. Thus, I am not allowed to morph, but it doesn't make a whole lot of sense to me. Also, the lock sign on the skill itself has been there for a while now but I didn't think much of it until now. The lock appears even on the regular skills page.
I don't know if this is a bug or not but apparently, no one in the general chat had such an issue before and I couldn't find any other instance of this on the internet either, so I thougth it best to post it here. I know I can just respec skills and rank it up and then morph it again, but I don't really want to spend extra 5k gold for absolutely no reason and neither do I want to bother with ranking the skill up.

✭✭A long time ago, they reworked a few of the trees, and changed the order of certain skills. Skills that were closer to the top and maxed out faster needed more required xp when they were moved further down the tree. Poison injection was the same way. It used to be the first skill and super easy to max out. Now, it's the last skill, and costs way more xp to hit rank 4 on it. Thank you for the insight my friend. Now that you mention it I do remember a time when destructive touch was the second ability, so that all checks out.0
