PS4 na leaving dungeon penalty back to 60min again

Queued the daily got in the dungeon played first few pulls of adds then a dps left, waited for replacement over 5 min, believe the queue is broken and can’t get a replacement dps in queue so as a healer I left the group. Then I get 53min penalty to wait to queue again, given the first 7 min was in the dungeon.
Not happy about the long penalty at all. Had the same 60min penalty earlier in the year, now it’s back again.
