My guess is that, to be frank, most people who play computer games speak english or learn to rather quickly. And if you are going to interact with other people online like you do in ESO, to be frank I´m not sure it isn´t a good idea to shut people out if they can´t communicate in a common language.
Also it is a lot of text to translate.
I'm still surprising that people don't see the difference between communicate and quest reading.
