Can't end Caldwells silver

This quest has been a royal pain in the A$$. Finally finished it. Last thing is to meet Caldwell at the Harborage. Great it's over. I get into the Harborage it's locked....WTF!!! Hours and hours with this quest. I'm kinda more than pissed. Anyone have a clue how to proceed?

Go to the Harborage that is located in the Alliance your character is from. It's the only one you can use.

And, should we tell him about Cadwell's gold?

Yup, Harborage is alliance locked.

Geez, i only did Gold on two characters. Had just started gold on a third but then deleted it. Now i just do my own alliance zones and the main story then ignore cadwell after that.
