I believe this is shields of senchal, it isn't out yet but i suspect it will be a bit like elder argonian and either release at the start of next year or become avaliable in Q1.

There are actually 2 yet unreleased styles in Southern Elsweyr:
- New Moon (some pieces from Marauder's Haste set)
- Shields of Senchal (Senchal Defender set)
I expect both to be released at some point as rewards for dailies in the zone.
