✭✭✭✭✭Few thoughts based on my own experience. While what you experience is not very rare, but I am getting bagged pretty rare. One of the reasons may be that I don't die a lot (yesterday evening ~170K/11D), that's why I get more rage whisps :P Dying to multiple enemies is something natural in Cyrodiil, there is no reason why they shouldn't attack you (except of obvious 1v1s).
But in general rage whisps/bags are send/done usually by frustrated bad/new players that can't handle defeat (especially when they had been ganked earlier). Most good players I know respect eachother, don't interrupt 1v1s, appreciates good fights, obeys good maners of duels (doesn't use LoS, avoid guards, doesn't run away, doesn't perma cloak etc.).
In general the more respect you show to the others, the more respect you will get. OFC most of the times there is no point in showing respect to zergers, try hards etc. etc. but even amongst them you may find nice person, who just want to have fun and stays polite. Just to make sure, by not showing respect I don't claim you can t-bag or rage whisp them, simply after killing them move along like nothing happened.
Stay respectful for the others, ignore insults, block idiots, don't get into discussions and trust me, we all will have much better time in Cyrodiil

Lol I was solo when I stepped out of the Keep lol. There was 2 minutes were the odds were even enough. HE figured.
