Is there any way to increase ESO's PHYSICAL performance? (FPS)

I am not asking about LAG and I do NOT CARE about lag. Now when that's out of the way....

My issue is that regardless of how well I run ESO, and that I can reach way above 100 FPS, i still occasionally get FPS spikes and random drops for seemingly no reason, usually when entering from one part of the map into another (as an example, walking from wilderness in Northern Elsweyr to Rimmen).

Anything I can do better with the specs regarding ESO? These are below:

CPU Intel Core i7 8750H x6 2.20 GHz (4.10 GHz) 9MB Cache
RAM 32 GB DDR4-2400 MHz CL14
GPU NVIDIA GeForce GTX 1080 8GB
SSD M.2 NVMe 512 GB 1200MB/s Write Speed
SATA HDD 1024 GB 7200 RPM

Lemme know if I should add more info.

Alternatively, is there something I can do ingame, in the settings, tweaks on the computer? My CPU and GPU both seem to be running under 40% when playing ESO on max settings (CPU is under 25% actually), not sure if that's an issue or not, I'm not that good with computers anymore.

Any help or tips would be greatly appreciated!! :)

    No, it is the game engine and CPU multithreading utilisation issue.
    It is ongoing per Devs.

    MMOs, especially ones like ESO that rely on the server to validate everything that happens in-game, tend to be less frame-rate friendly. Everything waits for the server response.

    But yes, there seems to be quite a a bit of optimization that could still be done on top of that. The problem is that ESO's code was designed before 120 and 144Hz monitors were mainstream. 60Hz was the standard back then, and outside of bad lag situations, it's not hard to get steady 60Hz most of the time in ESO. Overhauling the code and optimization for newer generation hardware is a messy, ongoing project.
