About an hour ago EP earned emperor status, but nobody in the alliance got any health bonus for holding emp.
What's the use of getting emp if we don't get any bonus for it?

What proof do you have that no player's character that is a member of the Emperor's alliance received the health bonus to which you refer? Since I rarely participate in PvP anywhere at all, I assume that the buff would be displayed when the player uses the View Character feature of the UI.
