✭✭✭✭✭help.elderscrollsonline.com is the best way for any platform to report flagrant content. Even if you can only screenshot with a phone or other external device, a direct support ticket allows those pictures to be uploaded.
Just note that some content is more directly actionable than others, and that some content may instead be used to track longer term account behavior. None of those outcomes will be discussed.signing off
