Why does my vigor only tick for 1k in PvP when the tooltip says 18k?

Shouldn't it be a lot more? Lately i just dont know what the hell is even happening, I can't heal any damage whatsoever. Takes 3-4 casts of vigor to even get from low HP to max... I mean, the hell?

✭✭✭You need more crit as well for more chance for vigor to crit. Also, idk why your vigor is 1k
