It's the same status effect on you no matter the source. ZOS would have to go out of their way to add check cases for each originating source if you're right... which is ass-backwards software engineering.

This doesn't solve the actual issue if there is a bug, but if you just jump onto one of the rocks in the lava then the fire will never get you. But as someone else said, I think it's a different debuff getting put on you as this is a dungeon mechanic that needs to be followed.
