So ive Completed all the DLC for the Elsweyr, Season of the Dragon, and this is Still Sealed. Is there a Quest I missed?

I think it was intentional. They've made solid efforts to keep the Tsaesci vague and mysterious, just like the Dwemer.
Though, curiously enough, the shrine does get opened at some point between now and the late Third Era, because Prince Attrebus mentions visiting it in one of the novels.
