I don't think it's hinting at anything but a Murkmire anniversary event.

What else is left after Skyrim? Hammerfell and Black Marsh are the only things left for a full sized chapter. We had deserts this year so next is snow. Saying we’re getting a desert again so soon after else? It doesn’t take a rocket scientist to figure it out. Many thought the mm event would be this year but they are being coy and sneaky about it and not telling us jack.

Even though there's only been 1 "Province" per Chapter, there have been zones in the base game that have coexisted in multiple "Nations". Reaper's March is touted as being on the fringe between Valenwood and Elsweyr. Meanwhile, Bangkorai is a zone that sits on the border between Hammerfell and High Rock.
It wouldnt be without Zone-precedent, if we got a Chapter at some point where you can just walk through a border between different cultures.
