The moment they started mentioning a vision, there should have been a thread that, at the least, gives a rough overview of what that vision is, why they think it's best for the game, and what exactly they plan on doing to get the game to their vision.

Although not exactly a roadmap, this might go somewhere towards explaining what ZOS are thinking in, as they put it, both class identity and combat:

A lot of my friends agreed, we have no clue why you have been doing these changes so drastically. Perhaps you have a view? A path you're heading towards in small bits to spoon feed us.
We know CP is being overhauled, could that be why we're already going down to be weaker? Could you provide us with insight to what the future will hold?
If we as players could see your vision we could sit tight and trust in your goal, but being kept in the black and not talked to or even know what/where we're going makes many just leave without holding tight.

I don't think you will get much more than lip service from them. There probably is not ever going to be a definitive "end goal" for their game balance. It's never going to hit a point where Zos' combat team wipes the dirt from their hands and says, "We are officially done balancing the game and we never have to touch it again".
I'm sure the overarching vision is to make a fun, challenging, accessible, and customizable gameplay experience that is faithful to roots of the Elder Scrolls series in a persistent online universe.

The thing is, provide insight every year. WoW for example breaks down their yearly patch notes and also adds goals for each tier, we get insight. For this game we're just blinded sheep.

And Blizzard is just paying lip service, lol. Blizzard in particular is notorious for ignoring feedback until it hurts their bottom line, then they'll say "we don't understand why everyone is so mad".
I really wouldn't recommend that either you or Zos expect anything different. You want to know in advance so you can provide feedback and they won't listen until it squeezes their bank account.
