If you do the quests for this "priest" of Rahjin, he becomes an open map fence and does not require an additional trip to an outlaws refuge.

Yup. He moves locations after you finish that quest. The next time you see him, he's wearing the robes you sold so he can have a temple. And he fences stuff for you.
