Believe it or not it use to be worse at launch. The level ups were tied to each individual horse that each character had, which meant you had to level all 3 traits for every single mount you wanted to use.
They later changed to to be "riding skill" instead of "horse skill".
Nevertheless I agree that there should be a way to expediate the process without the store if you are a ESO+ subscriber. Such as twice as many upgrades per 20 hours (so 2 instead of one).

They sell this in the crown store and you do not have to have a mount already maxed out to take advantage of it.
Further, you do not have to buy mounts from the cash shop. You can obtain mounts in game. Also, if you are spending tons on crates to get mounts then buying the training should not be that big of a deal as it is much cheaper than the average number of crate required to get a specific mount one wants.

It is easy enough and clicking the items in your inventory goes pretty fast. I have done it on the PTS. We can split hairs on the design, we can complain about the costs, but it is there.
