PC Shadow Distance Bugged?

Has anyone else noticed that the PC Shadow Distance has either been massively reduced in some relatively recent patch, or it is bugged?.
For example;
Setting the SHADOWS setting from the normal PC range: 1 - 4 has better shadow quality, but at a very low draw distance.
While you can actually set it to two further valid settings: 5 & 6 - while 5 being the PS4, and 6 XB1 setting, respectively (this is also shown on the in-game menu).
While slightly lower quality, these two settings have a vastly increase render distance for shadow on foliage / trees / cascades, etc.
Is anyone able to confirm if this is intended?, and if so why?
