Bad behavior for starters

Am on both Xbox and PC more on Xbox than on PC . I started off as a beta tester i was used to using a game controller rather than mouse and keyboard so i went over to Xbox .
In the past few years i seen ton of bad behavior swearing racist speech blaring music that contains sexual and racist remarks etc. but yet are this players ever banned or suspended for this behavior? So far i seen very little or not any banned or suspensions these players still online and continuing the same crap day in and day out .

Blocking reporting don't do any good either eso or Microsoft rarely do anything about it no matter how many tickets are filled the same players continue to misbehave not talking about joking or playing around .

I am talking about reds,yellows,blues. deliberately calling making fun and insulting and using the "N" word in every sentence not to mention bad mouthing sending messages to players through Xbox live .
Its got to the point even in the sewers at the Ebon Heart base entrance yes all my characters are red all i see sense the dlc came out for release is either bunch of yellows or blues all sit directly at the entrance doors and gank all players this is every night . They do this just to upset and pee off other players some go as far do it so that player or players contact them personally then they report them to Microsoft for misconduct .This is posted on Reddit, you-tube among est other sites i have read it on.

But yet these players get away with this misbehavior continue to do it every chance they get according to the terms of service off Microsoft , According to their tos, It states

Defame, abuse, harass, stalk, threaten or otherwise violate the legal rights (such as rights of privacy and publicity) of others.
Publish, post, upload, distribute or disseminate any inappropriate, profane, defamatory, infringing, obscene, indecent or unlawful topic, name, material or information.
Publish, post, upload, distribute or disseminate any topic, name, material or information that incites discrimination, hate or violence towards one person or a group because of their belonging to a race, a religion or a nation, or that insults the victims of crimes against humanity by contesting the existence of those crimes.

And these players are breaking the rules nothings done and why i may ask? And why don't Zennimax listen to it's players ? Then you have the type to constant follow you and those who frankly find ways to exploit the game just to kill you gain more alliance points.I can't go in to detail on this and their is quite a lot of exploits on both Xbox and PSN and on PC what i seen their are more banned s on PSN then Xbox so i seen again on you-tube Reddit etc. Videos of players caught and complaining constant they either banned or suspended online .
All boils down to their behavior how they treat others i have spoken to Customer service through Microsoft many times on this matter all they say is report them and block them i done the same too zennimax . Sorry for any miss spelled words am not perfect but am stating a point. The swearing bad racist remarks and the exploits among est few other things continue this is on a day to night basis. Am not sure as for PC but i seen this on both systems PSN XBOX .It has to stop all i can say it's ruining the game for those who want to take a few hours to enjoy it from work school whatever it's unfair.
