Beggars don't make sense

    TES has never outright admitted it but there is most likely a beggars guild. A guild whose members make pocket change by begging while also being eyes and ears. The beggars guild makes good coin by being hired to discretely obtain information in non-intrusive methods. After all, who pays attention to the person begging at the corner? Many of the upper class have become blind to the "needy" that they unwittingly give information away simply by walking by while in conversation with one another.

    Oblivion's TG uses beggars for info.

    ESO is happening during a war, and while the majority of the main plot doesn't admit it*, the reality is that there would have been massive civil casualities in such an armed conflict. Houses, stores, farms and all other things that people had depended on for their livelihoods would have been destroyed. Some of these people would have been able to rebuild or find other employment, but not all.

    *there is mention of this in the pact questlines

    Not as easy as it sounds. I tried to get a job sweeping floors at an inn in Daggerfall and all that happened is some shadowy guy appeared and attacked me. That pretty much ruined that job interview. Trouble seems to follow me.

    They are often the eyes and ears of the Thieves Guild.
