Source? Dev notes say differently. People love to cherry pick and only point out a couple of things. The majority of nerfs in the game have been due to over performance in PvE environment.

p.s. Nerfs land solely at the feet of the dev team.

Agreed. Whole heartedly. As a result of these tears:
Damage shields? Nerfed. And again. And again.
Proc sets? Nerfed
Proc sets critting? Nerfed
Repentance aoe? Nerfed
Breath of life? Nerfed
Pets? Nerfed
Stam regen while blocking? Nerfed
Blazing spear stun? Nerfed
Shalks? Nerfed
Wrecking blow? Nerfed
Incap? Nerfed
Major expedition? Nerfed
Hurricane? Nerfed
Block cost cp? Nerfed
Healing orbs? Nerfed
Healing springs? Nerfed

Just to name a few. I’ve been around since the beginning. There have been hundreds on nerfs as a result of pvp players crying.

Solution? Have the nerfs apply to battle spirit. Not all of tamriel. 🤦‍♂️

Most of the time it is a L2P issue. Not always, but most of the time. Also, there have been quite a lot of nerfs because of PvE too.
For example the latest shield nerf was to make healers more needed in PvE again, as the shield sizes in PvP barely changed due to being halved on default.

Clearly, the Devs are idiots who haven't realized the blindingly obvious nature of your amazingly simple solution!

(Or maybe, they are fine with letting those nerfs impact PVE for PVE reasons. After all, its not like you'll ever hear Molag Kena, Domihaus, and coalition of trial bosses storming the forums to complain about overused PVE sets, PVE players doing too much damage, and PVE healing/survival skills making it too hard for them to kill players...)
