[Dungeon Unlock] If you don't claim it through level up rewards do you qualify

Suppose you don't claim your level up reward that says you now qualify for Crypt of Hearts or whatever. Are you then still excluded from getting that dungeon in random normal?
I've got a couple of toons I'm trying it when I get the chance but RNG means I can't be sure.

You have access to all base game dungeons after you reach the required level for that dungeon. There is nothing really to claim. That "level up reward" is just informing you that you have access.

The dungeon "unlocks" in the character reward are purely informative. Whether or not you claim it is irrelevant--once you reach that level, those dungeons become available for manual queuing and become eligible for randoms.

Yep they sure do! They are much harder than base game which is great for end game players but not so much for casual players and ESO has LOTS of casual players.
