Why Cyrodiil campaigns auto-locked themselves after 30d period for all chars?

Maybe I'm missing something, but I thought that every 30 or so days, you had to choose to change your faction lock for free.
Not so. Campaigns auto locked. I was forced to leave one with 100k AP penalty pay, so I could assign my other alliance char to that campaign. Needless to say, I didn't enter cyrodiil today at all.
