it used to be great for knocking enemies through the grates on top of the keeps...
I miss watching folks fall to their death like that...occasionally a tank would hit the ground and be able to not only survive, but, scramble back inside the keep...

Knocking enemies from the bridge is/was fun too. Not sure it's available now with close-combat range skill. It had to be a surprise to work.
It's totally close-combat weapon. And I'm a ranged class (mag sorc). Which means I effectively have 1 slot wasted for something I rarely play due to nature of the class. When all other abilities are working this one is greyed... sigh.
Whoever got this idea at ZOS... it's not fun. Simply put, 15m is not enough.

Yea, it just doesnt make sense that a staff..a ranged weapon, wich has maximum range...has a skill morph that basicly requires you to be in melee...

This is exactly what they wanted to stop. CCing from max range was always stupid, especially if done from keep walls and platforms that melee can't reach.

Not every skill needs to be useful for PvP, or for any other specific thing. That's why we have so many skills and only 10 skill slots - so we have to think tactically about which skills to slot and when to slot them.
Rocket surgery this ain't.

Well...if you are a stamina user you may feel that you have many options/skills to choose from but magic only have destruction staff if you mess with a skill like this you are actually changing one of the three direct damage of magicka users in weapon skill tree, stamina users can pick about 15 direct damage skills in weapon tree, for me thats not balance.
