Frost builds bad again

Impaling Shards: Increased the cost of this ability and its morphs to 4536 from 3510, and increased the damage per tick by approximately 9%.
Winter’s Revenge (morph): Decreased the damage per tick by approximately 29%.
So +1k magicka cost and -29% damage reduction on this base offensive skill paired with Elemental Blockade (also -33% dmg)?
It's disappointing. The frost builds were already suffering a lot and now will be almost useless. And still no changes to tri focus passive related with icy staff when used by dps frost builds?
