What is offered this week?
The Golden vendor is a special vendor located in one of base camps for each faction in Cyrodiil that only appears on the weekend to sell monster sets that are obtained in the various group dungeons around Tamriel.

Toothrow Necklace – Robust 250,000g / 500,000AP
Necklace of Oblivion – Robust 250,000g / 500,000AP
Necklace of the Veiled Heritance –Healthy 150,000g / 300,000AP*
Necklace of the Night Mother – Robust 150,000g / 300,000AP*
Spawn of Mephala’s Shoulders – Infused / Impenetrable (Light, Medium, Heavy) 100,000g / 200,000AP
Bloodspawn’s Shoulders – Infused / Impenetrable (Light, Medium, Heavy) 100,000g / 200,000AP

*Tradeable

Items purchased with Alliance points are impenetrable.

did they mess with bloodspawn recently?

Not yet, but now they nerfed Pirate Skeleton to Oblivion, I'm guessing Bloodspawn will be next on the forum complaint hit list...

I haven't run the numbers, but the odds of this being an actual random assortment from among all available sets is probably a 1 in 10,000,000,000 chance. The numbers are either weighted or there are items missing from the table of potential options.

Makes me think it's not random. Someone may have chosen it to troll new players. Thankfully websites like fextralife show the upcoming version of the set.

edit: to anyone who doesn't know vieled heritance is changing to only grant 400 on interrupt making it really weak.

i think the selection goes only up to falkreath/bloodroot forge

Not yet, but now they nerfed Pirate Skeleton to Oblivion, I'm guessing Bloodspawn will be next on the forum complaint hit list...

Yep. Then it will start over with like malubeth and skoria again or something. Always will be a "BIS" set.

It will be changed next patch and the change is weird.

From the PTS Patch Notes:
Armor of the Veiled Heritance
OLD: When you deal damage, you have a 10% chance to increase your Weapon Damage by 400 for 5 seconds.

NEW: When you interrupt an enemy, you gain 400 Weapon Damage for 15 seconds.

Definitely bad for PVE and can have some use in PVP

Remember that Earthgore helmet was at the Golden, 2 weeks before they announced the nerf on that?

Well, that was due to the many, many tears of the PvP people when many more healers had access to the earthgore set.
