Still no fix for the bug where I can't proceed in the main questline due to having played Elsweyr intro quest?

The bug where abnur tharn won’t appear at a point in the main quest if you’ve completed Elsweyr, thus locking players out of the main quest progress

Edit: to answer OP’s question, no, it’s still buggy afaik

It's a known issue/bug. Still not fixed in today's patch.

Logging out to character screen and back in does not help?

It's not just with Elsweyr quest. I, as a matter of fact, do not own the Chapter and still got stuck on that Quest. Scamp will just not spawn.
And just now I remembered, I do actually have the quest from Abnur about Elsweyr prologue in my journal tab, that might be the base of this problem, I'll try to abandon the quest tonight and see if that works.

dropping the quest does fix it, also if you complete that intro quest he will spawn again.

This might be a known issue and there is a workaround (that works for many, can't swear about all) - if you have Demon Weapon quest in journal (if you don't then ignore this workaround)

TLDR - if you have the Demon Weapon quest in your journal and main quest will not advance for Tharn Speaks quest (e.g. banekin scamp won't appear), just abandon the Demon Weapon quest, and presto - main quest should now advance (next time you get near to city gates)

Is it where you can't have Prologue quest and Abnur Quest where he is disguised in mages guild together. I heard about that at least and it requires abandoning Prologue quest. Abnur would then be in mages guild of newbie big city, eg Davon's Watch, etc.
