It's one of the few things, that I could semi reliably fight back against cloakers in Bg's. It's a mostly useless skill outside, but it was dam fun blasting nightblades, and watching them fail around, then die. The cheap cost and spam ablity , was perfect for a powerfulish skill if you could land a hit. Please don't mess with it anymore.

I feel like the way they changed it made the skill even more pointless than before. Usually people slot things they need in combat. Rarely it happens that they have the space to get an anti-stealth skill in there unless they are already using it for something else, like Mage light and Expert Hunter.
Revealing Flare, and Scorching Flare by extension, needs to compete with these skills to not be "dead", which is exactly what ZOS wanted skills to not be anymore.
Outside of very specific situations, say Imperial City Sewers and battlegrounds, this skill was just plainly and simply pointless. Scorching Flare had the redeeming quality that its insanely powerful DoT was useful and rewarding whenever you found an enemy. With this change, all it does is reveal the enemy, stun them and give them cc immunity after they inevitably break free before you can capitalize on the stun.

I feel like there is a general problem with ZOS overestimating the value of reveal abilities, seeing how they gave Bosmer a useless detection radius, that is the equivalent of "decon trash" on item sets. With anti-stealth abilities, 90% of the time in PvP you'll find nothing, so that 10% better make it count or give you something desireable. The 10% magicka recovery won't cut it I'm afraid. Detect pots are a thing too by the way.

If Flare doesn't get changed to be actually useful, then this change is a downgrade compared to Scorching Flare.

This Bosmer was tortured to death. There is nothing left to be done.

Detect pots are a thing yes, but are also, expensive, and don't set the enemy on fire. They probably also put your potions on cool-down.

This skill rarely hits targets. I think the loss of damage is a bad idea. The damage is what made it situationally useful.
