Do you think EVERY NPC has been found in this game ?

With so many players exploring do you think there is a lonely NPC that's never been spoken to or found ?

I ask as I've always came across a dead NPC in a location no one would visit daily, its in Malabal Tor iirc, ( the exact location I'd have to go find ) near the sea behind the cliffs, it looks like they fell off and died, so is like this NPC is there any that will be forever lost ?

I doubt it, i think .. or like to think im pretty close to having discovered them all.. if not all :D
Would be funny to think that there is just one lonely Bosmer "billy no mates" that nobody has ever spoken to..

On the topic of missed NPCs, here's a fun one I found. If you complete the quest Bound by Love in Vardenfell (the one with the Altmer slave who's master's son is a creepy admirer) , you can find the her again. She's hanging out in Summerset along the shore a bit south of Alinor. She's not a part of any quest there, just is hanging out there. She has a few lines of dialogue that are different depending on what choice you made.
Also, take the time to examine npcs in cities and towns in the alliance zones. They have routines that show bits of their story. Like in Aldcroft in Glenumbra, there's some healers in an open barn. Occasionally one of them walks over to the water nearby privately and cries. Then returns to their work healing.

...or not, the time my main was on a DB contract in that area...

I mean, if there are people taking screenshots of the checkered board outside of the intended map, then you can bet they found all NPCs already. At least all regular ones. There might be some in those endless white plains that are undiscovered.
This Bosmer was tortured to death. There is nothing left to be done.

I don't know. A fun thing about video games is finding hidden things with NPCs.

[off topic]When I played Skyrim, I came across this place. It's pink and green with a Master Vampire inside killing other NPCs.

In case anyone wants to know how I found this place here is how.

If I needed to find an NPC for a quest and could not find it, I used the "moveto <actor ID> to find the NPC. If the NPC was dead, or not quite dead yet, I would end up in this place.

A friend and I found a Cadwell & Abnur Tharn off map in Elsweyr. Makes me wonder if there are other forgotten NPC's off map in other zones.

Isn't this the place where NAMED NPCs go to die so the bodies don't stay in the streets, I watched a video about this a while back

I didn't see the video, but I would say that this is the place. The NPCs were in here, some of them walking around, some dead. If the npc was alive the vampire would eventually kill it. I could rez an npc, but the vampire would kill it again. The four openings at the end of the cross-shaped area lead to endless falling.

There is probably around like 0.5% undiscovered right now base game and maybe 5% undiscovered in DLCs/Chapters. People are pretty rabid with exploring.
Ah, e-communities - the "pinnacle" of the internet............yeah, right.
