A simple way to get a few more people into IC

When you're not in IC, make the CP IC map visible. It's pretty annoying having to go in there to figure out whether or not it's worth going in there. Showing us the action on the map would make it more tempting to queue in. Going off population bars isn't good enough, as they are often all at 1 bar. We need to be able to see which factions control which districts.
