elsweyr dailies drop no shimmering sand

made daily delve/worldboss with 5 toons, got no shimmering sand in the rewardboxes.
On days before, this just rarely happened on 1 or 2 out of 8 toons a day, but today nothing at all with 5 toons (3 more to go).
Anyone else having this issue?
Update: Toon number 6+7 finally got 2 sands from the boxes.
Toon 8 got just 1 sand.
I hope this was a "random" exception and is not the sign that the rewards have been nerfed
