Why hasn’t there been more DLC packs?

Guilds and Glory was a great thing to add to the crowns store. However, since it’s release, there has not been something similar added to the crown store.
I think ZOS could benefit financial wise from introducing more packs to the crown store. For Example:
Daedric War Storyline DLC pack - includes Morrowind, Clockwork City and Summerset (6500 crowns)
Season Of The Dragon DLC pack (released mid 2020) includes Wrathstone, Elsweyr, Scalebreaker and Dragonhold (6500 crowns)
Once purchased and accessed through the menu, it will also suggest completing the prologue quests.
Dungeon DLC pack 1 (Packs 2,3,4 etc will be released when other dungeons are created)
Includes Shadows of the hist, Horns of the reach, Dragonbone and Wolfhunter. (4000 crowns)
