Why are buildings so rich in detail while regular rocks and mountains so bad?
Honestly it hurts me when I get near to a pixelated/blurred rock or mountain wall.
Is it a bug on my client?
Its hard to make a fake rock in real life. I would imagine it would be more difficult to recreate the randomness of nature in digital form, especially when the player is standing right next to it.
For some reason the sandstone rock in Hews Bane has a lot of texture. way more than any other place. Maybe it was an experiment when they made the place or something.

Agreed, but that’s what adaptative UV or trilinear mapping is for. I’ve seen many solutions in Unity for example that get rid of seams or pixelization on terrain while keeping nice quality at far and near distances. Texture clustering or bombing can also be used to avoid repetition which is by the way an awful artifact in ESO roads and paths.
This is something shocking because you play this game on a subscription - it’s expected that you also get some graphics upgrade in addition to new DLCs. And this is old tech.
I'm not fussed about the texture, I'm annoyed by how the tiniest pebble can be enough to stop me or my horse dead in our tracks because we didn't jump over it.

It's just lazy design. The rocks are scaled in size. In my earthtear cavern is a spot where you see one extremely blurry giant rock half covered by smaller copies of the same rock with better texture.
