Is there any guild/website/addon or public discord that works like WoW's group finder?

I'm looking for an easier, user friendly way to look for/create/host events, dungeons, raids, arenas, social events, RP etc.
To be more descriptive: I'm wondering whether there is an existing service which offers people the option to create a group by writing down what they want to do, getting put on a waitlist, and having people subscribe to this particular group or event, where you get to pick who you want.
This can be used for literally everything, and it's something that I am desperately missing in ESO. Sometimes when all your friends are offline, or your guild is busy doing its own thing OR simply doesn't do much except the weekends, it can help you do what you need without having to spam zone chat.
